Take a photo of the Emperor's leg and analyse the exposed area.

⚡Take a picture of the Emperor's leg on the bridge east of Old Town.
⚡Analyse the Emperor's leg where you can see its foot south of Railroad Junction.
⚡Collect the Arc Conductive Coupler from the front of the Emperor corpse and extract it for Celeste.
Arc Raiders' new Sizing Things Up quest sees you help Celeste analyse the Emperor corpse splayed across Pendola Pass, but like Clean Hands, some of its locations are tricky to track down.
The first step is to "take a picture of the Emperor's leg by the bridge outside Old Town," and you can see me doing just that in the video above. As with taking a picture of the Ruined Homestead in the Sheltered Retreat project, you'll need the camera Celeste gave you, or to craft another at the workbench or buy one from Shani.
The spot you need to take the picture is directly east of Old Town on the bridge that runs parallel to the Emperor's southern front leg (the Emperor is the giant robot dominating the west side of the map.) Take a picture of the leg's lower portion to complete this step.
Now, skip the second optional step and "analyse the exposed area on top of the Emperor's leg near Railroad Junction." As above, here's another video of me doing that, but you can find the spot directly south of Railroad Junction, where you can see the base of the Emperor's leg on the map—simply climb up and interact with the marked point.
Your last step is to "reach the base of the Emperor" and "Search the Buried Harvester Payload". Here's one final video showing both of those, but seeing as the Emperor is the giant robot on the west side of the map, you can simply head to the base of its corpse, directly east of the Fallen Emperor marker on the map, just by the P in Piazza Della Rupe. There, you'll find a chest at the very front and centre (the Harvester Payload).
Interact with it to drop the Arc Conductive Coupler and stow it in your safe pocket. Extract with the item for Celeste and that's the quest done.
